A non-bonded freight forwarder code is required for freight forwarders who plan to directly transmit supplementary cargo reports to the Canada Border Services Agency (CBSA) or through a service provider. If you are supplying cargo information through a carrier, a code is not required. To apply to become a non-bonded air or rail carrier or freight forwarder with the CBSA, you must complete the application form and provide proof of ownership. The authorized officer of the company must sign the application form and submit it to the CBSA. Once you receive the carrier or freight forwarder code, you must then apply to transmit Advance Commercial Information and undergo testing.
