A Close Message is used to establish a link between a previous Cargo Control Number (CCN) and the lower-level house bill CCNs in a chain of cargo control numbers. The freight forwarder is responsible for submitting the Close Message to the Canada Border Services Agency (CBSA). Before a Close Message is accepted, all associated Electronic House Bills (eHBLs) must be accepted on file. The Master Consolidator must submit a House Bill to CBSA for each shipment they have in a container and must be bonded in Canada. The Master Loader must submit a Close Message to CBSA listing the House Bills they have filed under the carrier’s primary CCN, and the underlying Non-Vessel Operating Common Carrier (NVOCC) must submit a Close Message referencing the Master Loader’s House Bill. All House Bills must have reached the “Accepted” status in order to be referenced in a Close Message. A submitted Close Message that references a CCN that is not on file, quoted on another Close Message belonging to another forwarder, or not in “Accepted” status will be rejected. The same rule applies to the previous CCN.
