ACI eHBL 009 – What is the difference between supplemental data and the required data elements for eManifest?

The House bill is a document submitted by a Freight Forwarder to control cargo liability for shipments that are deconsolidated from another Cargo Control Document. The supplementary report, on the other hand, is a set of additional data elements sent by a carrier or freight forwarder to complete a primary cargo report, which includes information that is not present in the original report. The data elements required in the House bill and the Supplementary Cargo report are similar. As per the new regulations, the supplementary cargo document will be mandatory for Freight Remaining on Board (FROB) and In-Transit shipments in air and marine modes, while eManifest will be mandatory for import and in-bond shipments in air and marine modes.
