House bills can be submitted by any freight forwarder with an 8000 carrier code or their modal carrier code, regardless of their residency. However, being bonded is important as it allows for the unrestricted movement of goods on the cargo documents. Non-bonded freight forwarders can submit House bills, but they may not be able to move the cargo beyond the primary warehouse unless it is destined to the place of release. Bonded freight forwarders must be Canadian residents.
