A non-bonded freight forwarder must obtain a CBSA-issued code to submit supplementary cargo reports directly or through a service provider. No code is needed if the cargo information is provided through a carrier. However, a non-bonded freight forwarder cannot submit consolidated house bill data.
For bonded freight forwarders, not only can they provide secondary cargo reports to the CBSA, but they are also authorized to transport in-bond goods within Canada, excluding international movement or transportation. Bonded freight forwarders must be physically located in Canada to be eligible for a bonded code. A bond is required for the submission of consolidated house bill data. If a non-bonded freight forwarder has a valid, CBSA-issued non-bonded code, they can submit non-consolidated house bill data, but the release of the goods must occur at the First Point of Arrival (FPOA).
