Despite having only one house bill, the CBSA considers back-to-back shipments to be consolidated and therefore requires both an eHBL and Close Message. The railroad/marine terminal must subscribe to CBSA Notices and specifically to the D4 Deconsolidation Notice. The 9000-manifest will be handled as it currently is, with no changes to the system. Upon arrival of the shipment by the railroad/marine terminal on the 9000 Primary CCN and subsequent Customs release of the 8000 CCN, the D4 Deconsolidation Notice will be triggered, allowing the shipment to be authorized for movement.
