The railroad/marine terminal will not “Arrive” the 8000 CCN. Instead, it will “WACM/Arrive” the 9000 CCN, as it has done traditionally. The eHBL 8000 CCN will be linked to the 9000 CCN as the Primary CCN in the eHBL data and as the Previous CCN in the Close Message. When the 8000 CCN is cleared by Customs, it will trigger the D4 Deconsolidation Notice against the 9000 (or against the airline MAWB), allowing the shipment to leave the terminal.
