For any individual or FCL shipment, the eHBL 8000 CCN must be transmitted and linked to the Primary CCN (9000). The Close Message must also be filed and include a reference to the Previous CCN, which in the case of an FCL shipment would be the same 9000 CCN as the Primary. This Close Message serves as proof to the CBSA that the eHBL 8000 CCN is attached to the Previous CCN, and the CBSA will expect one Customs clearance for the 8000 eHBL CCN. When the 8000 CCN is cleared by Customs, it triggers the D4 Deconsolidation Notice at the primary terminal. The sublocation code of the eHBL 8000 CCN filed by the non-bonded freight forwarder must match the sublocation code used by the marine carrier in its ACI transmission, and the Customs clearance request would originate from the railway terminal or marine terminal sublocation code.
