The railway does not receive the 8000 RNS. All four eHBL 8000 CCNs must be cleared in the CBSA’s system and show a status of “released.” All four 8000 CCNs can be pulled into a single Customs release request by the Customs broker, or there can be a single Customs release per 8000 CCN. Once all four 8000 CCNs are Customs released, the D4 Deconsolidation Notice will be triggered, and the shipment will be authorized to move from the railway. The railway will handle the 9000 Cargo Control Number as it does today, relying on the D4 Deconsolidation Notice.
