ACI eHBL 253 – If a master loader is submitting a consolidated eHBL that is going to be further deconsolidated by a co-loader (that co-loader will submit either an electronic House Bill Close Message and eHBLs, or paper house bills post-arrival), should the Consolidated Freight Indicator be set to YES or NO?

To ensure proper handling of consolidated electronic house bills (eHBs), the Consolidated Freight Indicator must be set to YES. If the indicator is set to NO, the eHB will be treated as lowest-level cargo and may lead to additional requests for information and delays. The CBSA requires all consolidated eHBs to be declared as such, even if they will be deconsolidated by paper house bills later on. Once the paper house bills are presented post-arrival, the CBSA will acquit the consolidated eHB with those paper house bills. Failure to comply with these requirements may result in hold messages and additional requests for information.
