Yes, when a conveyance is empty or contains goods that meet the criteria for exceptions under the eManifest cargo submission requirements, the carrier must submit the Highway Conveyance Document. This document should include all necessary conveyance information, as well as the “Empty” status indicator or an appropriate exception reason, such as Courier Low Value Shipment, Instrument of International Trade, Postal, Flying Truck, or Emergency Repairs.
