The Customs Self Assessment (CSA) program is a cargo clearance process for goods imported into Canada through the Canada Border Services Agency (CBSA). To qualify for CSA clearance, both the importer and carrier must be CSA approved, and the driver must be registered with either the Commercial Driver Registration Program (CDRP) or the Free and Secure Trade (FAST) driver registration program.
For a shipment to be eligible for CSA clearance, it must be shipped directly from the United States or Mexico, and must not require any permits, licenses, or other documents to be presented at the time of reporting. The importer is responsible for identifying which shipments are eligible for CSA clearance and informing the carrier accordingly. Additionally, the goods must not be subject to regulation by another government department, such as the Canadian Food Inspection Agency (CFIA).
