At present, carriers importing loose cargo into Canada must submit ACI Ocean data to the CBSA 24 hours prior to loading at the foreign port. However, exemptions can be granted, allowing the carriers to provide the necessary ACI information 24 hours before reaching the First Port of Arrival.
The CBSA is in the process of making changes to the Customs Act to eliminate the need for carriers to apply for exemptions, allowing all carriers to provide the required ACI information only 24 hours before arriving at the FPOA. Carriers who already have this authorization will automatically have it extended for FY 2014-15.
Until the requirements are officially changed in the Customs Act, carriers without authorization must still apply for the exemption.
