CBP has a process in place for filing a new ISF-10 to replace an existing ISF-5. In these cases, a new ISF-10 must be created and ISF Submission Type 3 must be selected to indicate that an ISF-10 will replace the existing ISF-5. There must already be an active ISF-5 filing for the same shipment and bill of lading number in order for this new filing to be valid. Written permission from the CBP port director of the port of origin must be obtained to change an in-bond entry into a consumption entry.
CBP expects the new ISF-10 to be completed electronically before seeking written permission from the local CBP port director. The ISF-10 transaction number should be included in the written request for the change from an ISF-5 to an ISF-10.
Note: The new ISF-10 can be submitted by the original ISF Importer or their agent, or by another party who would then be responsible for the ISF-10. This submission type change allows for a new ISF to be filed after the goods have left a foreign port and before the goods are released for entry into the United States.
