The bill of lading number is necessary for the ISF Importer to include in the security filing because it allows the ISF to be matched to the customs manifest. This number is required to be provided by the carrier or NVOCC to CBP at least 24 hours before the cargo is loaded onto a vessel bound for the United States. Without the bill of lading number, the ISF cannot be accurately processed by customs.
