No, the filer of an Importer Security Filing (ISF) does not need to be located in the United States. The ISF requirements apply to ocean shipments of cargo that are bound for the United States, and the ISF must be filed by the importer or by a customs broker acting on behalf of the importer. The importer or customs broker can be located anywhere in the world.
