Manifest Information Registration (MFI) is a process for registering blanket cargo information after the Advanced Manifest Rule (AMR) procedure and before the Departure Manifest Filing (DMF) procedure. This process allows for the registration of all cargo information for a carrier in a single process. The unit of filing is the port of cargo loading (for the ATD procedure) or port of cargo discharge (for the DMF procedure). Both the carrier and shipping agents are obliged to file, and in the case of joint operation, each carrier needs to report.
