Japan AFR 28 – Who files the “Departure Time Registration (ATD)”?

The shipmaster of a foreign trading vessel that intends to enter Japan must include the date and time of departure from the loading port in the Pre-arrival filing (the current rules). To streamline this process, a “Departure Time Registration (ATD)” system will be established. The shipping company responsible for reporting vessel operational information under the Pre-departure filing (the new rules) will be able to carry out this process. After the foreign trading vessel departs from the loading port, the shipping company responsible for Pre-departure filing will conduct the ATD, and the shipmaster or their agent, who must file under the Pre-arrival filing (the current rules), will confirm the filed date and time of departure in the ATD and make any necessary corrections.
