A shipping agent in Japan with a Consigner-consignee relationship with a shipping company registered in the NACCS system at the port of discharge can send cargo information as a filer using their own ID. Alternatively, if the shipping agent in Japan has a service provider contract with NACCS Center, the filer can send cargo information through the shipping agent.
