Highway carriers who transport shipments under Goods Astray into the United States must report them on the ACE manifests. Carriers will need to create an ACE shipment with the Shipment Type “Free Astray/Head Note 1 under Tariff Act” and transmit the shipment as part of their ACE manifest in order to report Goods Astray.
Although Goods Astray Shipment is different from a PAPS shipment, the carrier will still need to provide a unique Shipment Control Number and all other information normally required for an ACE shipment including Shipper, Consignee, and Commodity information.
Informal Entries do not require Customs Broker involvement and carriers will not receive Entry Numbers. At the border, the driver should be prepared to show paperwork as well as any documentation that supports the load being undeliverable to the Customs Officer.
