The implementation began November 7 2016 requires freight forwarders to transmit electronic house bills for consolidated (including back to back) import, in bond and in-transit shipments.
Until such time as the CBA implements and mandates a complete in-transit solution, the CBSA will:
US – Canada – Offshore: Temporarily exempt from the requirement to submit electronic house bills for shipments originating in US and transiting Canada to an offshore destination.
Offshore – Canada – US: Temporarily require the submission of eHBL or Supplementary report (S10) for consolidated cargo originating offshore and transiting through Canada to US when all the house bills within the consolidated shipment are transiting Canada.
