On May 6th, 2015, the CBSA announced its planned implementation dates for the ACI eManifest system.

There were three phases to the implementation:

From May 6th to July 10th, the CBSA provided carriers with a transitional period during which no penalties for non-compliance were issued. The Agency worked closely with carriers to help them comply with the eManifest requirements.

From July 10th, 2015 to January 10th, 2016, carriers that did not comply with the eManifest requirements were subject to zero-rated penalties under the CBSA’s Administrative Monetary Penalty System (AMPS).

Beginning January 10th, 2016, carriers that did not comply with the eManifest requirements were subject to monetary AMPS penalties.
