The Integrated Import Declaration (IID) can be used to release both primary and secondary cargo documents. However, it was specifically designed to meet the new timeframes for release. When the IID is linked to an electronic house bill, the house bill must be marked as “”arrived”” before the IID can be released. The RNS release message will only be sent once all the cargo documents (CCNs) quoted on the IID have been confirmed as arrived. In the future, when the final phase of eManifest is implemented, all release service options will require an arrival before release can occur.
The Negative Application Acknowledgment includes the RCS segment, which identifies the participating government agency (PGA) that has requested additional information. The IID Reject includes the ERC segment, which contains a standardized CBSA error code. A published list of these codes can be found at http://www.cbsa.gc.ca/eservices/error-erreur.pdf. PGAs that provide live recommendations, such as the Canadian Food Inspection Agency and Transport Canada, use the ERC segment to identify a generic code and may provide more details in the FTX segment.
