The eHBL 8000 CCN is used for both risk assessment and as the cargo control number for Customs release request. The 8000 code may be either bonded or nonbonded, however non-bonded 8000 codes have certain restrictions. For example, a non-bonded 8000 cannot issue a “Consolidated Y” eHBL or move cargo beyond the warehouse sublocation code of the forwarder or carrier above it.
